Task #373 — Entering any text command in Secondary Radio Window moves it to the wrong bandAttached to Project— Win-Test

Found in WT 4.22.0-dev Rev. 684 and WT 4.21.0, but I think this bug has been around for a very long time.
Note: When it gets into this state, the frequency displayed in the Radio 2 bandmap window is still correct, but it doesn't match the band displayed in the Secondary Radio window, and the frequency in the saved QSOs (press Alt-F to view) will be 1.830, 3.500, etc., not the actual frequency of the secondary radio.
Note 2: If you move the secondary radio VFO just a little bit, by either touching the knob or typing a new frequency in the seconday radio window, the band displayed in the secondary radio window corrects itself. But if you type the same frequency that the radio is already on, so the VFO doesn't move, the band stays wrong.
