Task #255 — K1EL WinKey USB CW timing becomes very poor (Farnsworth style) when PTT delay is default 50 ms

Both SM5AJV and KL7RA report poor CW timing (similar to Farnsworth mode with extra spaces between characters) when using the K1EL WinKey USB device with the Win-Test default value of PTT Delay = 50 ms specified in the Win-Test Interface Configuration. Changing the PTT Delay to 0, 1 or even 13 ms seems to eliminate the problem. The problem does not occur with WinKey chips inside the microHAM MK2R/MK2R+, it only happens with the K1EL WinKey USB box. Please check to see that Win-Test is issuing the proper \"Set PTT Lead/Tail delay\" command to the WinKey. For 50 ms, the proper command is <04><05><00> for 50 ms lead in, 0 ms tail.
